There were several reasons for my problems. 1) I only had a copy of dvips502. That version of the tar archive does not have a copy of the afm/Makefile. Once I obtained a copy of dvips50 (with the afm/Makfile) I was able to generate most of the fonts I needed. 2) Several kind readers pointed out that there are latex style files which set things up to use Postscript fonts. With these, my users at least have a postscript based latex. Thanks for the help, --Mike Meyer
