As far as we know, existing DECnet implementations are available for VMEbus based systems under OS-9/680x0 and Versados, PC's under MSDOS and for GENIX systems (National Semiconductor). They are not public domain, however... Since DEC seems to be very cautious about giving outsiders information about DECnet, we would be (very happy!) surprised if a PD DECnet would be available.
