As far as I have seen, Windows 3.0 does have a command line switch which tells windows that you will be running older Windows programs which weren't designed for the 3.0 mode. It would be rediculous for Microsoft to not include this feature and leave all the applications developed for Windows 2.XX completely unsupported.
