The members of the Open Software Foundation sell it as a product. You can buy the source for approximately $1000. The intention is that vendors will buy the source and build it on their hardware and then sell/give it to their customers for a lesser price. If you read back through previous message on comp.windows.x you will see plenty of messages about Motif. In fact, this is the right point to plus the Frequently Asked Questions message.
