I made my own test set with the following:

* phone cord with modular plugs at both ends
* piece of 2-conductor wire with alligator clips on one end
* female-to-female phone cord-adaptor-plug

1. cut off one end of phone cord, strip back insulation, expose wires
2. splice wire with alligator clips to phone cord
3. plug phone cord into female-to-female adaptor plug, and a phone into
   other side of plug (preferable small, light phone, like trimline)

***** you now have "budget test set"  (this is what I use for my jobs)
