Recently there has been some discussion about the lack of PAL's on
submarines.  The concensus seemed to be that PALs were impractical
due to the difficulty of communicating with the subs.  

My question: How feasible would it be to use sonar to communicate
with subs ?  Could a well designed transmitter be heard anywhere
in the Gulf of Mexico ?
