There's no hardware requirement for Fast RAM being there.  I've run 3000s in
the lab without it under 1.3 many times.  As currently shipped, the magic 
EPROMs in the dealer 3000s count on that memory being there.  I don't know
what 2.0 plans once it's firmly in ROM.
