Because it isn't a terminal.  "dumb" is about as close as you'll
get (that's not totally true, you can do a bit better with pads,
but not much).  Apollo incorrectly assumed that windowing systems
would spell the end of terminals (well, they certainly should have!).
What wasn't anticipated was that it would take so long for people
to move away from terminal-basesd software.
