i heard (fairly reliable) that the windows 3.0 pif editor will allow you to
specify the amount of base, ems. xms that the program can use. you also should
be able to set foreground/background priorities.

btw, you might want to try to post to comp.ms.windows as you can get in touch
with the beta testers. (assuming they'll tell you anything :-) )
