Many thanks to all who responded--there are too many of you to thank
each of you personally.  And thanks for mailing your responses instead
of flooding the internet.

In case anyone but me doesn't know how to do this, the answers are:

1)  Real Programmers use ResEdit to edit the Finder's LAYO resource to
    turn on the Title Bar Click option.

2)  The rest of us use Layout 1.9 to set this option, as well as
    individualizing numerous other options in the desktop layout.

Again, many thanks.  This is a great option, and I don't know why the
default setting is off.  Anyone who hasn't already turned this option
on should try it.
