In X10, there was a program called keycomp(1) which you could use to make an .Xkeymap file, but X11 doesn't have keycomp. Of course, there is xmodmap(1), but all the documentation I have on xmodmap seems to indicate that it is only useful for programming a key to send an character, not a string. I've experimented with xmodmap, and this appears to be the case.
