The good news is that NIST does distribute the database in CDROM format.  
We've mounted a copy on the IBM 6000 system we have here and it worked 
fine.  I don't know who you should get in touch with, but there are some 
names of some people at NIST on the CDROM:

  David Pallett
  William Majurski
  Michael Garris
  James Hieronymus
  John Garofolo
