	Could someone please EMAIL me a nice concise description of the
"right" way to scale digital images by non-integral factors (up and down) ?
Pseudocode would be nice, too. Or even C code. I presume things get messy
when you need to interpolate in weird spaces (e.g. strange color spaces,
images using messy color maps), but ignoring that...
