The X3J16 committee was only formed late last year; there has been only one technical meeting so far. It will be some time before a draft proposed standard for C++ is written. You might be thinking of one of the base documents the committee is going to use - the AT&T C++ Language System Release 2.1 Product Reference Manual. Presumably it can be ordered from AT&T - the select code is 307-159. But it should not be construed that this document represents an early draft of the standard.
