It's been a while since I've seen them, but it's highly probable that the
Hershey Fonts are still around for FTP (uunet?  decwrl?  simtel20?).
These are a bunch of vector-defined fonts, so they're probably not
too hard to turn into PS, and probably include Cyrillic.  I think
they came from the National Bureau of Standards or somewhere like that.
