No, it's well behaved. It just silently drops all incoming packets until it's managed to send a queue'd packet to make room. You can see if this has happened in the Lan Ranger statistics (Buffer Stats - Dropped). While this is happening your print sessions can time out (or slow down) and your AppleShare sessions slow down a lot.
