The short answer is no, you can't run TCP/IP to a T-R through 
either a 3745 or a 3174. 
 
The long answer is probably the same, after a lot of fancy systems
design work and programming.  Neither the 3174 nor the 3745 is
especially programmable, at least with released tools. 
As I see it, it's a problem in control unit programming.
