I guess I thought anyone with sufficient funds could connect to the internet. I guess part of the fault lies in the apparent fact that there is no accountability requirement for internet connections. In any case it seems that the problem could be partly solved by the listserv software itself. Simply reject any messages that do not have verifiable Received: lines built. That wouldn't stop messages to non-listserv users but those don't get distributed to hundreds of users. If the netnews folks want their users to access internet lists then they can build Received: lines. If they don't care then forget leave it the way it is.
