If you want control, then claim a copyright on it, then make it freely distributable, with conditions. Public Domain means you don't own it any more. You gave up all rights and anyone can do anything they want to with it. Including selling it. Freely Distributable means you still claim ownership and rights to the program but are allowing free distribution of the software, usually with a few restrictions. Sharware is software that is usually freely distributable (see above) but the Author wants you to pay him for it if you find it useful.
