Most software manufacturers here in Germany have plans for migrating to other computers; in the moment, they are waiting and hoping for a production line TT that comes up to their expectations. The TTs that ATARI gives to selected developpers now are rather disappointing (personal opinion). This doesn't mean that all those German software manufacturers will drop their ST line completely; but they are preparing for other markets. I think I've read some figures like "8 percent of all PC sales in Europe are STs", and Commo sold approx the same here.
