The problem you are going to have finding an inexpensive solution is that you really need SMPTE sync, and this requires both hardware and software. Most sequencers use a hardware box to convert SMPTE to MTC (Midi Time Code), and the MTC is then used by the sequencer. An exception to this is SmpteTrack, from Hybrid Arts, which directly reads and writes SMPTE (all flavors) on the ST. SmpteTrack is known for its rock solid timing and SMPTE lock-up. The cost of SmpteTrack with its integral SMPTE interface is less than other hardware/software combo's. To be fair I should mention that I have worked for Hybrid Arts on an unrelated product (GenEdit), but you should also know that I paid green money for my copy of SmpteTrack long before that.
