Subject: Needing help with Window development tools

I am in need of finding a good tool to develop pop-up/pull-down windows
for some 386 applications.  I have read with interest about Windows 3.0,
and have heard of PC-Tools by Blaise, and Metawindows.  I know NOTHING
about any of them and need someone to help me find my way to selecting
a package (either one of these or something else) to develop the windows
for some applications.  Thank you for the help.
