Thanks to the intervention of Keith Rollin (keith@apple.com), there's
a happy ending to this story after all. It turns out the runaround I was
given shouldn't have happened. The problem I reported has been acknowledged,
and a fix to that troublesome keyboard file should be forthcoming.

This is a public "thank you!" to Keith, and to let everybody else know
that *somebody* in Apple cares about the rest of us...
