Keith Hall <hall@eclipse.stanford.edu> answered the question months before
I asked it, get clxOnNext.tar.Z at your favorite NeXT archive
(eg: cc.purdue.edu).

clxOnNext.tar.Z contains a small set of patches/replacements for the
standard CLX.R4.tar.Z from expo.lcs.mit.edu, plus instructions for
building the clx.fasl file.
