Can anyone help me?

I'm looking for a DOS DB that will display documents and allow me to select
one for view. What I mean is having a list of document file names *.txt 
and a one line discription of the document. Then have the capibility to
select one and then bring up the document. I would like to run it with 
windows 3.0 if possible. Any suggestions would be helpful.
