The error you're getting one or more configuration/setup problems. The last
time I saw something like the message you're getting, I had attempted to
create (accidentally) a database on a disk where I had no write privs. Similar
problems can result from installation related protection problems or failed
user authorizations in Ingres 6.x versions.
