I don't think the ANSI committee (X3J16) has an official draft yet, but the closest thing to it is the AT&T C++ Release 2.1 Reference Manual. It is available from AT&T (dial 1-800-828-UNIX) as Select Code 307-159. Alternatively you could get "The Annotated C++ Reference Manual," by M. A. Ellis and B. Stroustrup, published by Addison- Wesley. It contains the entire text of the reference manual (with only slight editorial changes) along with about an equal amount of explanation and commentary. The annotation part is in a special font, so you can tell what's Reference Manual and what isn't. I assume future drafts will be available from X3.
