I have even seen a high crime rate right next to a Police station. I wouldn't worry about it, as long as the Sims don't list it as one of their concerns. One thing I do when doing planning is make sure there is room between major blocks for 2 transportation lines. Then I run a light rail and a road through the area. I have also noticed that an 8-9% tax rate is about all the Sims are willing to pay. Any higher and they move away. One tactic I tried, but didn't work was to put in a high (~15%) rate for one year, and then lower it to get the people back.
