The specific error message is "invalid design size". I think this is a slight misunderstanding of the psfig package; psfig has to be slightly emended for each dvi to PS converter, as the syntax of \special's is not very standardized. If your psfig does not use the the same \special as your dvips, then read the dvips documentation and edit your psfig to have the syntax dvips wants. It is not at all difficult - \special only occurs in about 3 places in psfig.
