If you really have a troff formatted file, you don't need pic. pic is a pre-processor for documents that are subsequently feed into troff for final formatting. If your file is ditroff (the output of most recent troff implementations) you need a ditroff->device driver. I don't know of any public domain version, but Jetroff is a $119 product which formats ditroff output for printing on hp-laserjet printers.
