The owner of a selection is a client, not a window.  When the client
goes away, ownership goes away.

    But when I try to paste into the remaining client, the owner
    of the selection has reverted to None.

Correct.

    Is this expected behavior?

Yes.  Selections have to be owned by clients; they are not just properties.
