Are there any utilities which allow the user to configure the
.xinitrc, .xsession, .twmrc, etc. files without editing the 
files by hand (similar to Microsoft Windows' Control Panel)?

It is difficult to allow non-technical users to modify their
X environment by editing the configuration and resource files
since they more than likely mess something up.
