It is my understanding that a Hearing Ear Dog has the same
priviledges as a seeing eye dog.  Therefore, he/she would not have
to stay in the dorm and, in fact, probably should not do so.  The
owner can and should take the dog with him anywhere he goes--public
transportation, restaurants, etc, etc, etc.  That is in the law in
all states but Hawaii now.
