The reason that he won't treat you is that if he does, the other side 
involved in your litigation will claim that any injury you have was 
either caused or made worse by the Chiropracter.  Let's face it, chiros 
have a bad rap in the medical industry, MD's and Osteopath's don't even 
consider them real doctors.  If you want to see a chiropracter though, 
find a new one and don't tell him about your pending litigation.
