I take it you're some version of System V unix?  B-news has always had
a bit of a problem with newsgroup directory permissions on System V.
The easiest approach is to change your configuration to create the
directories with mode 777.  A "better" solution is difficult with B-news.
C-news has fixed this with a rather disgusting hack (setnewsids), but
it works.
