Can someone help me with this defense contract lingo?

Are there standard meanings to Milestones I, II, IIIA, IIIB? 
Or is Milestone IIIA have a different meaning in each defense contract?

What is FSED stand for?

What is difference between a TECHEVAL and an OPEVAL?

What does IOC really mean? 
It passed some tests?
Or is it actually deployed when reaching IOC?
