The package includes C++, debugger, profiler, and assembler. The missing manuals are the Guide and Reference manuals for the assembler. Instead you get a ring-bound TASM quick reference. Originally this deal was billed as an introductory price on a new product rather than a product upgrade. Now Borland is saying that they did not ship new TASM manuals for 'upgrades'. There is an animated discussion going on about this on Borland's CompuServe forum. A number of people are upset that they got an imcomplete package when they could have bought the complete one for a few dollars more at their local discount software retailer. Borland says that there was little change to the TASM manuals and that a file was provided listing the changes. Just be aware of what each package contains so you can make your choice.
