It sounds like you are looking for a Commodore Amiga with AmigaVision,
XCad, and ARexx.  All but XCad come packaged with the new Amigas and
I believe that there is a shareware CAD package available but I don't
know for sure.  I'm sure there are fairly good commercial CAD programs
available that could talk to AmigaVision.  Unless you are for some
reason committed to an IBM clone, repost your request on comp.sys.amiga
and you can get all the nitty gritty details.
