The Rokicki's dvips has been ported to MSDOS (a few small changes are necessary) - someone put it on labrea.stanford.edu. Clark's dvitops was written from scratch to work under MSDOS and Unix. Both these offer more or less all the features you would want. I've nothing against dvitps, but unless you are addicted to some detail of its facilities, you might as well save effort and use one of the others. So far as I know, dvips is still the only one to support virtual fonts. version 3.0 of Beebe's driver family will appear sometime this year, I think.
