Yes.

No.  Why would you want to?  SDLC provides its own error control, 
and the overhead of running one error-control protocol on top of 
another would be awful.  You might want to do this in order totake 
advantage of data compression; the CCITT is currently studying the 
issue of providing compression of synchronous data on top of V.42 
LAPM using V.42bis techniques, but it will be a couple of years 
before there is a standard for this.
