I can help with #4.  What you need are the DECnet specifications.  Here's
what 1 of them looks like on the cover:

     DECnet Digital Network Architecture
     Phase IV
     Maintenance Operations
     Funcational Specification
     Order No. AA-X436A-TK
     December 1983
     Version 3.0.0

I think they all are Order No. AA-xxxxx-TK, but I'm not positive.
