You're missing one hugely important reason for the structuring of the
USEnet newsgroups:  To permit individuals or sites to select the set
of traffic that they are interested in or permitted to provide.  I know
there are sites that only support the technical newsgroups.  They have
chosen to do so deliberately, and it is not for you to decide to foist
unwanted categories of traffic onto them.
