Yes, it is called 'supercomputer, European Watch', edited by 
Ad Emmen annd Jaap Hollenberg, who also edit the 
'Supercomputer' journal.  Based at SARA inn The Netherlands.
Subscription for the 'European Watch' is 185USD.
