I worked on a project where we needed this functionality (and some)
so a "Movable Pane" widget was written, it is a geometry managing widget
(a la VPane) that allows the user to resize, move, shuffle and kill its 
children. I'm not sure of  the legal position, but if there is enough interest
I'll ask the owners if I can post it. 
I think there are HP and Xaw versions.
