Can anyone shed some light on which should be the correct behavior? The Xlib "spec" for resource file syntax deviates in several key respects from what the implementation happens to do. The code you reference was written according to the spec, which ended up removing various undocumented features that people no doubt depend on. As they are discovered, they will be repaired.
