        For these peop;e there are client advocates who can help
them oversee their care and control the providing agency.  But
someone must survey the advocates and ensure that the client
receives the services of the advocate and not the agency.  VR is
one agency who hires advocates for the retarded.  That is like
the fox paying another fox to guard the chickens.  In the end the
client gets eaten by both foxes.

        Each successful manager needs to have a self-esteem which
allows him to assume a leadership role.  To achieve that level of
self-esteem the training must begin in childhood.
