The nearest thing that I know of is The Volta Review,
but for some years past it has been a scientific and
technical journal for those in the field of orally oriented
deaf education and related areas -- not a journal of
debate and discussion by and for the deaf.
I'd be very interested in such a publication, but I'm
afraid its circulation would be pretty small.
