I am looking for a commerical product that mixes RS-170 signal or
RGB with a video sync pulse.

I have a video controller that has RGB outputs and 2 composite outputs. All
RGB signals do not have video sync signal with them. What I want is to
make all RGB signals to contain a video sync pulse. 

Are there products that do just that?
