No.  V.32bis has been agreed to by technical experts in Study Group 
XVII, so it can be considered a "stable draft".  I recently received 
CCITT Circular Letter No. 38, announcing that V.32bis (and V.17) 
will be submitted for approval under accellerated procedures at the 
SG XVII meeting in Geneva in October.  If V.32bis receives UNANIMOUS 
(100%) approval of the Administrations represented at that meeting, 
it will then be subjected to a three-month written ballot of all 
Administrations.  If 70% of the ballots returned indicate approval, 
V.32bis will then be formally accepted.  With a favorable outcome in 
October, this would mean that V.32bis would be a "real standard" in 
February, 1991 (at the earliest).
