I suspect that the device you want from Black Box is their
Communications Adapter Plus (CAP),
which has two RS-232 ports that can be individually programmed with
different speeds,
code structures, transmission modes, word structures (parity), or
flow-control protocols.
However, the flow-control options listed in the catalog for this device
don't include RTS/CTS
hardware control, but DTR/CTS  (????, a typo?).  Call them.
